Internet Security Settings Preventing Opening of Chrome

In the last few days, I have been unable to open Chrome, which I have been using as my default browser in Windows 10. I get the following error message: C:\Program Files (x86\Google\Chrome\App\chrome.exe

Internet security settings have prevented this from opening. I have tried for 2 days to find such internet security settings, to no avail. Can anyone help?

Internet security not accepting settings for opening files

I have a file server on my local network, we'll call it fserv. When I go to right-click on a file on fserv, I the get following message:

These files can't be opened

Your Internet security settings prevented one or more files from being opened.

I have this problem whether I connect to fserv by name or by IP address.

I tried adjusting my internet security settings through control panel to enable all 'unsafe files' to be opened on my local network. I still get the prompt. I even went as far as enabling the setting for all internet traffic with the same result. This
is becoming increasingly frustrating, as I did not have this problem when I went home on Friday (22 July). Any help is appreciated.

(also, when I reset my internet security settings to defaults, I cannot open the file at all; at least before it would let me override the prompt)
