Windows 10: winfr stucked on 91 percent

I used winfr to recover files from my disk. unfortunately winfr is stuck on 91 precent. can you help me with this?

I agree with surelip. The suggested fix is not helpful if update is stuck at 91%. I can not run the suggested fix if computer has never finished update to boot up.
