Windows 10: windows stuck on setup screen choosing language?

Hi, Can some one please help? I bought a pc from a pc supplier on ebay and it came with windows10 home installed and the licence key is digitally registered. I am passing the pc on to one of my family members and i chose to clean the pc so it is like a fresh install of windows. I had already done a reset in the time i owned it with no problems. So i did the clean option. Everything was going well and eventually getting to the windows setup. Whats happening is it gets to the language screen and it freezes? No mouse or keyboard action so i can't press enter to move on with the setup? I then down

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

Samsung Omnia II stuck on language setup

I downloaded samsung kies for Omnia(it had windows 6.5) and i press on update. I did everything it said but when it said finished on computer phone when on language setup. It is stuck there and when i take out battery it doesn't load, it only shows Language
setup do not turnoff.

Any suggestions?

In that case, we suggest repairing your computer via startup repair. To do so, you will need a Windows 10 recovery media or installation drive/disc and follow these steps.

• Boot from your Windows 10 installation drive/disc.
• On the Windows setup screen, select your language preferences and click
  Next.
• Select Repair your computer.
