Windows 10: Windows Store download doesnt start / instantly stops

Hello,my Problem is that every time I try to download a Game to my external HDD in the "XboxGames" Folder, the installation starts and instantly stops without showing any error code Ex. I click on the Green "Install" Button, it greys out for a moment, and gets green again. I tried it on the Xbox too and there it also instantly stops downloading, also with no error code.Ex. I click install, it gets in the query in the bottom left and then gets removed. When I download games to the C: Drive, it works fine. I once did have something installed on the external Drive in the "WindowsApps" Folder

5. Click Temporary files.
6. Choose Temporary files.
7. Click Remove files.

Step 3: Reset Store Cache.

1. Press the Win+R keys to open the Run dialog.
2. Type WSReset.exe, and click/tap on OK.
   
   Note: The WS tool resets the Windows Store without changing account settings or deleting installed apps.
3. The Store and a command prompt will now open without any message. The command prompt will automatically close when the Store cache has been reset.

In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the Version and Build of Windows 10 installed on the PC? (Type
  winver in Windows search/Run command)

• Are you aware of any changes on the PC prior to this issue?
  

However, we can try a few steps and check.



Step 1:
Reset the Windows Store Cache

Press the Windows Logo Key + R to open the
Run dialog box, type wsreset.exe, and then select OK.



Note:
A blank Command Prompt window will open, and after about ten seconds the window will close and Microsoft Store will open automatically.



Step 2:
Run the Windows Store Apps Troubleshooter

Select the Start button, and then select Settings>Update & Security
> Troubleshoot, and then from the list select Windows Store apps > Run the troubleshooter.



Step 3: Running PowerShell Command

1. Press Windows + X key and select Windows PowerShell (Admin).
   
2. Copy and paste this command, then press enter:
   Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
   
3. Restart PC and check
