Windows 10: Windows Server 2022 Faulting Module twinui.pcshell.dll

Hi all,After some recent Windows Server Updates I am unable to use one of our servers. When logging on the screen just flashes with any domain admin level or higher account. Local admin account seems to work, but does not have access to install modules via PowerShell even running as admin...?. While migrating a very old application from Windows Server 2003 to Windows Server 2019, I am getting the below error message :

The application works well on Windows Server 2016, but we really need to make it work also on Windows Server 2019.

I have tried all kind of fixes, like to download MSVCR71.DLL and replace the old one, tried to add it with regsvr32, tried to copy the file to system32 and SysWOW64, but as far as for Windows Server 2016 it worked without doing anything special, I think that the problem is with the operating system.

Could you please advise on this issue ?

OK I tried the steps you gave me and the system found no errors. When I tried to run the app again, I get the same error as before

Re-installed around 2022, July 20

I used to use a music making software on Windows Vista, I re-installed it on Windows 10 computer. It is working but some time all of sudden it exit the program. I checked the Event View and translated Japanese in to English.
