Windows 10: Windows resizes the in-focus application window to 1/4 screen while Windows is in Lock...

Starting about mid-March 2025, whenever I unlock the screen of my Windows 11 PC after it has been locked for a period of time, I find that the application that had focus that was in focus when the screen was locked has resized itself from full screen or half screen down to 1/4 of the full screen/monitor. This happens most often with Chrome, but it is also happening with other applications such as Word. The reason it most often happens with Chrome is likely simply because that is the application I use most often and is most often in focus when Iock the screen. To be clear, the issue is NO

It will load to safemode but will lock up, it locks up at the user screen.
