Windows 10: Windows PIN set up loops me back to PIN setup forever. I can NOT set up a HELLO PIN.

MY DELL one year old, premium desktop XPS8950 has NO IR Camera and NO fingerprint reader and TOTALLY 100% OF THE TIME REFUSES TO ALLOW ME TO SETUP A HELLO PIN. The 'Setup Windows HELLO to change this setting' On/Off slider button is grayed out - frozen. I have many times tried the 'Sign in with a PIN Recommended SET UP button, entered the short log-on to Windows PIN I use daily, but this is apparently NOT the "HELLO WINDOWS SIGN IN PIN" that Microsoft is demanding everyone use instead of passwords. I cannot 'change' my PIN as all avove options are either grayed out or loop forever to

Unable to setup Windows Hello, error: incorrect pin

Thank you for writing to Microsoft Community Forums.

May I know the complete error code or error message that you are receiving when you try to setup Windows Hello?

Do you have any other user account on the computer?

If yes, does Windows Hello work on that account?

If Windows Hello is not setup on other account, please setup it up and check if it works so that we can narrow down the issue for you.

I suggest to remove the pin and setup a new pin on the child account and check if it works with Windows Hello.

Please follow the steps below to remove and re-add the PIN:

• Press Windows logo key + I to open Settings.
  
• Select Accounts.
  
• Click on Sign-in options.
  
• Under PIN, remove the pin. There will be prompt to enter password, enter the password and removed the PIN.
  
• After the pin is removed, please click on
  Add to setup pin for the account.
  
• After setting up a new PIN, try to set up Windows Hello.

Login with PIN and Hello

you answer the questions below?

• How are you setting the PIN and Hello?
• Which build version of Windows is your PC running on?
• Were there any error codes or messages?

In the meantime, we suggest that you follow the steps below on how to set up PIN.

• Open Settings.
• Select Accounts.
• Click Sign-in options.
• Click the Add button for the PIN and set your PIN.
• Do the same for the Windows Hello.

Windows Hello will not set PIN

I was locked into the endless loop of not being able to start my system because I got the "something happened and your PIN is not available" loop. I did a system restore and I am now able to log in, but the Settings menu will not let me create a PIN in Windows Hello. I am logged in with my Microsoft account password and when I try to create the PIN, it gets to the stage where I put in the password and then after I do it, the whole thing just hourglasses for a few seconds, disappears, and still no Windows Hello or PIN. Windows Hello was working before and now I cannot change or access it in any way.

There is a person who spams every query on PIN with the same steps that do not work and do not address this problem. Please do not tell me to do that.
