Windows 10: Windows 21H1 update fails to install with error code 0xC1900101 - 0x20017

It seems like it could be an issue with my AMD Radeon driver as some other issues cropped up after an update of that driver that I can't unfortunately seem to roll back. I found a post on reddit that had the same failure that was ultimately resolved as the driver file not having the right path. However, I was unable to follow the fix as it used some uploaded software and screenshots that were no longer available. Reddit post

Did you try the list of quick fixes which include removal of third party AV.

 

1703 to 1709 update fails with 0xC1900101 - 0x20017 error code

Trying to update an existing Win10 1703 to 1709. It fails consistenly with the following error messages:

We couldn't install Windows 10
We've set your PC back to the way it was right before you started installing Windows 10

0xC1900101 - 0x20017

The installation failed in the SAFE_OS phase with an error during BOOT operation

Per this web page, the 0xC1900101 - 0x20017 error code means that there is a problem with a driver, and recommends checking the setupact.log and setuperr.log files for additional information. Looking at these files, I can't figure out what's going wrong. I'm attaching them to this post in hopes that someone else can glean some info from them.

I've updated all the drivers on the machine and the problem persists. I have also done the following in an attempt to get past this problem:
- ran chkdsk c: /f
- ran disk cleanup utility
- tried the update from a clean boot

I'm attaching several files in hope that someone can provide some assistance with this issue.
