  2. Windows 11 upgradation issue (0xc1900101)

    We solved one a couple of months ago I believe the same should work again:

    finally solved after lots of tries:

    Windows 11 upgrade error 0xC1900101 - 0x60016

    I hope someone finds this issue interesting (or these issues if they are unconnected), either because they have come across it before or would like to research it more capably. I've reached the limit of my understanding, but I've come far enough to want to find an answer.

    I decided, rashly, to upgrade from Windows 10 Pro 21H1 build 19043.1288 to Windows 11.

    Neither Windows PC Health Check nor Windows Update (which is working correctly) reported any compatibility problems. I ran DISM /Online /Cleanup-image /Restorehealth and sfc /scannow (with restarts). I removed the drivers reported in ScanResult.xml as BlockMigration="True" HasSignedBinaries="False". The upgrade failed with error 0xC1900101 - 0x60016. I can't find any reference to what extend code 0x60016 means. I used both Windows Update and Windows 11 Installation Assistant, and with and without VirtualBox 6.1.28 installed (although release health states that the requirement is that neither Hyper-V nor Windows Hypervisor are installed, which they aren't). There were no holds during the upgrade process. The last attempt failed at something over 60% (I couldn't watch all the time) and I returned to find the Windows 10 login screen.

    However, the upgrade threw up an interesting configuration anomaly which even if it didn’t cause the abrupt down-level failure, seems to be immediately before it, and may still be worth exploring.

    From C:\$WINDOWS.~BT\Sources\Panther\setupact.log (line 972772):

    2021-11-08 10:43:51, Error MigPlatformStartupOnline caught exception: Win32Exception: Duplicate profile detected for S-1-5-21-1993295287-4083309660-4261973576-1013. Abandoning.: The specified user does not have a valid profile.

    Looking in the registry at Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\ I found the following:

    S-1-5-21-1993295287-4083309660-4261973576-1003
    ProfileImagePath = C:\Users\Mathew

    S-1-5-21-1993295287-4083309660-4261973576-1005
    ProfileImagePath = C:\Users\defaultuser100000

    S-1-5-21-1993295287-4083309660-4261973576-1012
    ProfileImagePath = C:\Users\swind

    S-1-5-21-1993295287-4083309660-4261973576-1013
    ProfileImagePath = C:\Users\defaultuser100000

    S-1-5-21-1993295287-4083309660-4261973576-500
    ProfileImagePath = C:\Users\Administrator

    The user folders in C:\Users are:

    Administrator
    Default
    defaultuser100000
    Mathew
    Public
    swind

    So, it looks to me that either defaultuser100000 really does have a duplicate ProfileImagePath (if this is what the exception means); or one of the defaultuser100000's SIDs actually represents Default (I'm thinking the existence of a user folder would imply the existence of a ProfileImagePath).

    Further complicating matters, the users listed in Local Users are:

    Administrator
    DefaultAccount
    Guest
    Mathew
    swind
    WDAGUtilityAccount

    Which means I can't see user defaultuser100000 to delete it, even if this turns out to be the correct thing to do. I feel I should get rid of this user as it is not required, may affect the future behaviour of user Default (I understand this is used when creating a new user), and may be a factor in the failed upgrade.

    I hope I've given the right amount of information.

    Kind regards

    Mathew Windsor
