  2. High CPU Usage at Idle

    You also might want to take a look at Dynamic frequency scaling (also known as CPU throttling). Under Windows 10, the CPU is throttled back to 5% when the computer is idle and then gradually goes back up depending on work load. Perhaps the minimum and maximum percentages have been somehow altered from their defaults of 5% to 100%. Or on the Advanced Settings Tab, it might be set to High performance.

    To check, follow this path: Control Panel > Power Options > Change plan settings > Change advanced power settings.

    Open the pull-down box and select "Balanced". On the list below, expand Processor power management > Minimum processor state.

    Click on the word "Setting" and enter your desired percentage. The default is 5%. Note that if "High performance" is selected, the percentage is bumped up to 100%. This may be why your CPU is running fast. You can now retest using CPU-Z.

    • Did you make any changes to your computer prior to this issue?
    • Which anti-virus program is installed on the PC?
    I would like to inform you that High CPU usage occurs for various reasons, for example: virus/malware infections, out-of-date drivers, anti-virus programs or other third-party programs, etc;

    I suggest you to follow the methods below and check if that helps:

    Method 1: Windows has a built-in troubleshooter to check and fix issues with system. I would suggest you to run this troubleshooter to check if the issue is with your System
    Maintenance.

    • Press Windows key + X on the keyboard.
    • Click on Control panel.
    • Type “Troubleshooting” without quotes in the Control panel
      search box.
    • Click on Troubleshooting and click on View all.
    • Click on System Maintenance troubleshooter and follow the on-screen instructions.
