Windows 10 does not open completely

My Windows 10 does not open completely. I get the First Windows splash screen and then the circle with the rotating dots which stop turning after a rotation and half. Then nothing. Nothing I have tried works. Control Alt Delete does not even bring up something. When I do a hard turn off the computer, wait 10 sec or so and then turn on, most of the time it appears that Windows finally loads. This has been going on for at least three months and all of my updates have loaded properly.

Now I have also had the same thing happen where the "pretty" screen where MS asks if you like the image, and then you press enter and get the login in window. Well, I am not getting the log in window, Control Alt Delete does not work, even after waiting 5 minutes to make sure all start-up items are loaded.

This is happening on a Dell XPS with an Intel(R) Core(TM) i78700 CPU @ 3.2GHz chip that was new in January 2018

Operating system: Windows 10 Pro, Version 1803 OS build 17134.254 Last update 9/1/2018

I call the Assure Answer Desk (I have a subscription) and all the first in tech want's to do is completely reinstall Windows 10 with the warning that I would have to reinstall all my 3rd party software. She did do some sort of refresh, but that did not solve the problem and made no referral to a 2nd level support. I don't consider this a reasonable solution. I need to be able to use this computer instead of having to spend weeks reinstalling software. Windows 10 should be more stable than this. It has been out long enough.

    :)

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK

Windows Updated(16299.309).KB4088776 Restart is required to complete.

Hi dalchina. Good news, I followed your suggestion and reinstalled the update and now it appears as "installed correctly" *Biggrin Maybe it was not necessary to run the Windows Update Troubleshooter or maybe if necessary. But using it I do not think it could have worsened something. The installation was very fast, unlike the first time it showed step 1 and step 2 completed.

Thanks for the suggestions and for the time to respond Windows 10 does not open completely :) Best regards.

And thanks for the tip of that program, I'll have it on my list.
