Windows 10: Windows 10/11 Side-by-Side Caching Issue

I am attempting to diagnose an issue on Windows 10\11 related to side-by-side. The application is a VB6 application running with a manifest file. When I install it from the my installer on a clean system it works perfectly if I launch the application EXE. If I then rename the manifest file, and attempt to start the application EXE, the application understandably fails to start and throws an error when it can't find the one of the COM classes from the manifest file. I then rename the manifest file back to the original name, and launch the application, and it still does not work. Note that error

In order to diagnose the issue, we recommend that you try the following methods:

Method 1: Kindly run the Windows Store Apps troubleshooter.
To run it, follow the steps below:

• Click Start.
• On the search bar, type Troubleshooting, and click on
  Troubleshooting from the results.
• On the left pane, click View all.
• Click Windows Store Apps.

Method 2: We suggest that you manually reset the Windows Store app cache. To manually reset, follow the steps below:

• Click Start.
• On the search bar, type CMD, and right-click CMD
  from the results.
• Click Run as administrator.
• Type wsreset, and press Enter.
