Windows 10: WIN 10 PC failed to start following update

I received a notice that there was need to restart my pc due to an update. I chose to restart after the update. My PC froze in the start up sequence following the update.I attempted a restart without success. The monitor shows the motherboard logo and a half circle of dots below the logo. The circle of dots were rotating prior to the freeze.I attempted a reboot without success.I tried to enter the automatic repair loop but that process froze as well.I started the PC in safe mode with a bootable usb thumb drive installed and selected the UEFI boot device. The PC froze with the motherboard logo

Right clicking on Start Button and clicking the following items fail to activate Eg. Progarms and Features.

• When you say ''Right clicking Start Button and clicking the following items fail to activate the items'' are you not able to open the programs and what exactly do you refer to activate?
• Have you installed all the Windows 10 pending updates?
• Which Windows 10 build is installed on the PC?

I suggest you to follow the below steps to fix the issue.

Method 1: Install all the Windows 10 pending updates.

Check for the pending updates and install the same.

I suggest you to update your system to the latest Windows 10 build and also check if for the pending updates in resolving the issue.

• In search type Check for updates and hit enter.
• 
  Click on Check for updates.
  
• 
  Windows will check for the pending updates and automatically install them.

Windows 10 fails to update


When you finish testing the Avast suggestion, make sure that you restart your machine.

Then if the issue persists, please return to the trouble shooting list in post# 89

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.
