    why KB4054518 and KB4457144 can't be in stalled.

    For me, KB4457144 is definitely related to IE 11 freezing. I am currently able to install all Windows updates, including KB4457144 (though it took a lot of trying different things to finally get it to install). As soon as I install KB4457144, then IE11 starts
    freezing every time I click the address bar. I can click links within a page without trouble, but as soon as I click on the address bar or open a new tab (which puts the cursor into the address bar), IE freezes for 10+ seconds. I can make the issue go away
    and return repeatably doing this:

    1. Open "Windows Update", then in the bottom left, click "Installed Updates"
    2. Scroll down and find "Internet Explorer 11", and uninstall.
    3. Restart computer
    4. Check for Windows Updates, but don't install any -- these are the updates that appear for me, but I IGNORE THEM because I'm going straight to IE11
      1. KB3124275 Cumulate Security Update for IE 8
      2. Internet Explorer 10
      3. KB2598845 Update for IE8 Compatibility View
    5. Download Internet Explorer 11 installer from https://support.microsoft.com/help/18520
    6. Run the IE11 installer (I installed English/Win7/x64, so the file is IE11-Windows6.1-x64-en-us.exe)
    7. Restart computer
    8. Notice that IE11 runs with no freezing
    9. Check for Windows Updates. Two updates appear for me, KB3185319 and KB4457144
      1. KB3185319 Cumulate Security Update for IE 11
      2. KB4457144 2018-09 Security Monthly Quality Rollup
    10. Install ONLY KB3185319 for IE11
    11. Restart computer, and notice IE11 runs with no freezing
    12. Install KB4457144 from Windows Update
    13. Restart computer, and notice IE11 freezes every time you click the address bar

    Therefore until I hear otherwise, I'm going to do steps 1-11, and not install KB4457144 until someone fixes this issue. (I'm hiding this update by right-clicking on the update and selecting "Hide Update").

    I fully resolved my issues with further troubleshooting today, 10/15. Here's my journey:

    1. Hide KB4457144, the only remaining "Important" Windows update (including all updates from Patch Tuesday = 10/9/2018). This update breaks IE11 for me, and fixing IE11 causes KB4457144 to re-appear, causing an endless loop of frustration. For more details,
      see part 1 of my journey, posted in this thread on October 3, 2018
    2. Check for updates again
    3. To my surprise, two more updates now appear
      1. KB3123479 Security Update for Windows 7
      2. KB3118401 Update for Windows 7
    4. Install KB3123479 (Security Update) then reboot and re-check for updates
    5. Install KB3118401 (Update) then reboot and re-check for updates
    6. Both updates were successful. But to my surprise, a new update appeared:
      1. KB3177467 Update for Windows 7 (published 10/9/2018, but which didn't appear in previous checks for updates)
    7. Install KB3177467, then reboot and re-check for updates
    8. The update was successful, and no new updates appeared. Internet Explorer 11 is also still working properly.
    9. Unhide KB4457144
    10. Install KB4457144. The installation fails with error 80246007. Reboot, and IE11 still works thankfully
    11. Run through Fix Windows Update errors, including
      1. "Run the Windows Update troubleshooter". This found and fixed three issues:
        1. Service registration is missing or corrupt > Reset service registration
        2. Windows Update error 0x80070005 (2018-10-15-T-10_27_48A) > Resetting Windows Update data store
        3. Problems installing recent updates > Repair Windows Update
        4. I closed then re-ran the troubleshooter, and it keeps finding these same three issues. Also on re-runs, it changes from "Windows Update error 0x80070005 (2018-10-15-T-10_27_48A)" to "Windows Update error 0x80070005 (2018-10-15-T-10_35_40A)", but I think
          that's just a new timestamp so not really different. It also starts saying "Not fixed" for the error 0x80070005 and "problems installing recent updates".
        5. Now check for updates and install KB4457144 again, but it again fails with error 80246007. Reboot, and IE11 still works
      2. "Rename software distribution backup folders"
        1. To do so, I first had to open "Services" from the start menu and stop the services "Background Intelligent Transfer Service", "Windows Update", and "Cryptographic Services".
        2. Now reboot, check for updates, install KB4457144 again. It says it succeeded. Reboot, no important updates available, and IE11 still works
    12. No "Important" updates are remaining, and the only optional ones are language packs and KB4457139 (Preview of Monthly Quality Rollup). I don't want this machine to help Microsoft debug stuff, so I'm not installing KB4457139.

    Curiously, doing this has caused two more updates to appear. Not sure what installing them will or will not do, I don't have time today to keep investigating.
