Windows 10: Why is rasgreeng.dll missing from Windows 10 Pro build 18363?

Every time I restart my computer, the following Error event shows up in myEvent Viewer:

Event ID: 20063

Level: Error

User: N/A


Remote Access Connection Manager failed to start because the Protocol engine [rasgreeng.dll] failed to initialize. The specified module could not be found.


I've searched the web and learned from other unresolved reports of this same problem thatC:\Windows\System32\rasgreeng.dll is supposed to exist, but that apparently it is missing for a bunch of people including me.


Why is this file missing from Windows 10 Pro build 18363, and how do I get it back so I can resolve this error event?

And while this shouldn't need to be said, I've read enough Microsoft support pages over the years to recognize that it needs to be spelled out for all the peons working in likely overseas Microsoft support centers who clearly possess no real expertise and whose job performance is apparently measured by the number of support requests closed whether the issue was actually resolved or not, and regardless of the quality of their "help":

DLL Missing

I actually posted the link for the "list of troubleshooting steps to resolve your boost_threads.dll problems" which is located half way down the page. I did not mean to promote any downloads.

Why don't I just go back and indicate that on my original post? That way there's access to the 'step-by-step' instructions, which are accessed via those green 'plus' signs next to the topics.

If the link still needs to be removed, then let me know

 

Windows Build 18363

I have discovered that once upgraded to Windows 10 build 18363 from build 18362, domain users no longer have the option to use Photos. Local users still have the option but domain users do not. I have verified that this behavior is not the fault of a group
policy as down grading back to build 18362 fixes the issue. Does Microsoft have any time frame in fixing this issue?

 

DLL Missing

The problem is, that the required DLL is not actually even listed there.
There are just dozens of download adware links from the top to the bottom.
