Windows 10: Why is my PC keep refreshing applications

I recently noticed a lot of my applications will refresh or flash but the screens are fine. I have tried to update all drivers and reinstall the drivers as well.I tried this in the command prompt, run the following commands:> dism /online /cleanup-image /restorehealth> sfc /scannow> chkdsk /fIt would find corrupted files and fix it but then maybe 30mins later windows would give me the Blue screen error and say it ran into a problem and needs to recover. It does that a lot lately.

• Why do you have to keep on pressing the refresh button, is the application or program unresponsive?
• On what application or program does this issue happen?
• What troubleshooting steps have you done so far?

Win10 Email refresh?

Follow the below steps and check if it helps.

• 
  In search type Mail app.
  
• 
  In top right corner you will find a refresh button
  
• 
  Click on refresh button and check if it sync with the account

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??
