Windows 10: Why is my laptop asking for Pin but I never set a Pin

I have a Dell Laptop running Windows 10. I have not used the laptop for several months after buying a new PC. I need to use the laptop but when I powered it up I get a window asking for a Pin. I DONT HAVE A PIN BECAUSE I DONT USE A PIN FOR THIS COMPUTER. I used to have a pin but when this happened several years ago and I had to take it to Microcenter to have a tech for $50 unlock the computer. Since then I have never used a pin or a password. So why is the computer asking for a pin now?I googled looking for a solution but there seems to be dozens of answers, all of which are too involved a

To resolve this issue with your PIN, follow these step:

• Restart your computer first, then after that, open File Explorer and browse to this location:

C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC

• Delete everything within that folder.
• Go to Settings-> Accounts->Sign-in Options.
  
• Click Add a PIN again and set your PIN.
  
• PIN sign in should work going forward.

I suggest you to follow the below steps how to Change PIN password:

• In the search box, type settings.
• Then Click on accounts.
• Then on the left hand side click on sign in options.
• Then you can Select Change PIN password and remove the pin.
