Windows 10: Why is my 100hz monitor lagging?

My new bought monitor N-vision S2515100HZ is lagging and not responsive, it is an 5ms. My set up is laptop to monitor, the laptop that im using is Lenovo ideapad S145. My old monitor that is Lenovo 60hz is way smoother than this new one. What should i do? Im using a highspeed HDMI cable, and i ordered a 2.1 HDMI cable to see if the cable is the problem. What should i do?

We would like to know more about your lag issue:

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.

Can VGA support 1080p resolution over 100hz.

I have a PC which has only one VGA port and I am planning to buy a monitor for it so I am confused whether if I buy a 100hz FHD monitor will my windows PC would be able to utilise it over its maximum capacity or not
