Why does "windowspackagemanagerserver.exe" want to randomly connect to internet? What is trying to install without my permission?

Try the following steps:

  Click "Search" and type "Troubleshooting" without quotes and hit enter.

  Select "Internet Explorer connection"

If you cannot connect to Wi-Fi or use the Mobile Data on your HTC 7 Mozart device, we suggest that you follow the steps given on
Lumia troubleshooting and repair. After each step, check to see if your issue has been fixed.

• For issues connecting to Wi-Fi networks, select Connectivity > My phone has problems connecting to Wi-Fi networks, then follow the suggested steps provided.

• And for issues connecting to the internet using a mobile data connection, select
  Connectivity > I cannot connect to the internet using a mobile data connection. Make sure to select the next options given if the problem persists.

Install EXE cant connect to internet?

Looks like each instance i try to run the installer, it makes a new entry so each time it asked me do i want to grant access, in simple wall, but it never actually works for gog installer? No idea what this is or why it happens?

- - - Updated - - - RESOLVED ( yet no idea what was the real cause. prob the Firewall. The installer just worked out of no where. i guess thats it. after getting steam to install. was a hour or two later gog galaxy installer worked. thanks for the suggestions.
