Windows 10: Who to fire at microsoft to make sure windows 11 won't install?

Hi, we had a computer install windows 11 as an update.The computer then unusable, reverted to windows 10.it still lists windows 11 as an update and it started again.So, we did the registry edit and group policy editor stuff to block it after some major terror.So, Somebody needs to be fired at microsoft for risking our data.What level does it go to?You have not made windows 11 be usable by having a usable start menu and quick launch.If you make windows 11 work, we might switch to it.but until then, stop with ads, except for maybe asking us for some money, which is fine, I'll pay for an OS that

Windows won`t open an program when using Microsoft user

Windows won`t open an program when I try to open it with Microsoft account user, but when I login with local account, that program opens. I have tried with 2 Microsoft accounts, 1 admin and 1 normal user, and it won`t open in either one of them. What can cause this?

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
