Windows 10: Which SQL Server license needed

Hi Everyone,I'm looking into which license for SQL Server i need.I have a datawarehouse on a on-premise server. But then i will load my data in a tabular within Azure Analysis Services or Power Bi Premium Per User dataset. All users will then connect to the power bi dataset or azure analysis services.But how do i choose a SQL Server License.If the users are connecting to a cloud service, do i still need 1 cal per user on the on-premise sql server license? Or only a cal per user which is connecting on-premise to the sql server?

Transferring SQL Client Access Licenses from primary server to secondary server.

1. If we go with SQL Server + CAL base licensing . can we transfer SQL CALs from my primary server to secondary when my primary server fails or down ?
   
2. If we go for SQL Server + CAL base licensing what all SQL CAL licenses need to be installed(need to buy) on primary and Secondary server. ?
3. If we go for SQL Server Core Base licensing what all SQL licenses need to be installed(need to buy) on primary and Secondary server ?
4. can we use SQL core base license as a primary and SQL CAL base license as secondary or vice versa ?

Hi Guys,

Can someone explain to me how does SQL Server licensing works?

I will be installing SQL Server Interprise in a VM with 8 cores, no hyper threading and the hyper threading is enabled on the physical machine.
