    When launching the standard Windows photo app, the process continues to remain and consume memory even after the photo app is closed.Not only photos and videos, but also the memory consumed when launching the photo app remains even if the photo app is closed.Turning off the background setting has no effect.If the process of the photo app remains more than a certain amount, I cannot use the snipping tool, etc., and if the process increases further, Explorer will be terminated.

    I am having an issue on several Windows 10 PCs (both Version 1703 and 1709) where the Photos app keeps running as a background process, consuming a large amount of memory. In

    another thread
    it was suggested that I:

    • In Cortana, type Privacy Settings
      and press Enter.
    • Look for Background apps.
    • Look for Photos in the list.
    • Flip the switch to Off.
    • Restart your computer.

    At first it seemed to work, but checking Task Manager several hours later, I see it's ignoring my setting not to allow Photos to run in the background. That's an even more troubling than the memory consumption.

    How do we stop the Photos app from running as a background process and consuming a lot of memory?

    We understand that not all of users are using the Photos app on Windows 10, if not very often. If you don't want this app to be running on background when not in use, there is a way you can turn this off. Kindly follow the steps provided below:

    • In Cortana, type Privacy Settings
      and press Enter.
    • Look for Background apps.
    • Look for Photos in the list.
    • Flip the switch to Off.
    • Restart your computer.

    After you restart your computer, you can check if the Photos app is still running in background. You can use these steps to turn off any running background applications as it is not limited to Photos app alone. In this way, you can conserve a lot of power
    and process allowance.

    The Photos app brings together pictures from all your devices using OneDrive, so that you can browse them by date, album or folder. It also automatically enhances photos, and creates albums for you, to showcase your best shots.

    I suggest you to follow the methods below and check if it helps:

    Method 1:

    I suggest you to change the Default apps in the setting app and verify the result. You may follow the steps in the below:

    • Go to settings and system.
    • Click on Default Apps and select the appropriately.

    Method 2:

    I suggest you to reinstall Photo app using the PowerShell command
    and reinstall using the Windows store. Follow the below steps.

    • Open the Start menu, type Windows PowerShell in the search bar.
    • Right click on the Windows PowerShell and select Run as administrator.
    • Enter the below command to uninstall the Photo app.

    •   get-appxpackage  *Microsoft.Windows.Photos* | remove-appxpackage
