Windows 10: When I hover my mouse cursor over an icon on the taskbar and go away, the icon still looks...

I don't even know how to properly describe this. It's not a problem that would affect any function, but it is quite annoying since as described the icon will be lit up as if selected and the name of the icon will show as if the cursor was there, even though it is no longer and it is distracting. It happens when my laptop has been turned on for a couple hours and it doesn't need to be unused for that time, sometimes I noticed the bug just starting to happen. For some reason I can't even put a screenshot here, it says "failed to upload" and it shows a frowned face with "NOT FOUND" under it. Some

Taskbar Padlock Icon

Perhaps it reveals some information if you hover your cursor over it. Or perhaps your Task mgr startup tab names it & uses the same icon? Or perhaps its name is revealed in the list shown atright-click on Taskbar, Taskbar settings, Select which icons appear on the Taskbar.orright-click on Taskbar, Taskbar settings, Turn system icons on or off. System Icons on taskbar

Are you referring to the clock system icon on the taskbar?

If so, I suggest you to follow the steps mentioned below:

• 
  Click on the search bar on the taskbar.
  
• 
  Type system icons.
  
• 
  Under Turn System Icons ON or OFF, turn On the Clock and check with the issue.

Icons on taskbar What's this?

When I hover my cursor over the taskbar icons for Firefox and Thunderbird, I get a pop-up that says "Mozilla Thunderbird (2). Does this suggest that there are two instances of TBird loaded or running?--I can't find them.
