Windows 10: What is Error Code 800F0244 from downloading Bluetooth Driver Windows 8.1 update?

I was downloading an optional Windows Update and it was unsuccessful. I found an error - Code 800F0244. What does it mean and how can I fix this error?

An Optional Windows 8.1 Update (19.1.1627.3533) for Intel Corporation Bluetooth fails with Error Code 800F0244

I needed to format my computer.

It is a Toshiba Satellite purchased in 2013

I ran all the updates I could, but the only remaining update:

When I try to install it I get the error code:

I ran "Fix problems with windows update". Two issues were detected and fixed

It still wouldn't complete the update after a reboot.

I created then ran wureset.bat (How to:Reset Windows update components in Windows - Microsoft Community), rebooted but still 800F0244.

Uninstalling Intel Wireless Bluetooth and rebooting didn't solve it either.

I tried downloading the drivers directly from Microsoft Update Catalog as .cab, unpacked them with WinRAR, and tried updating drivers for Intel(R) Dual Band Wireless-AC 3160 in Device Manager, but it didn't accept any of the .inf files ("The folder you specified doesn't contain a compatible software driver" or "windows has determined the driver software for you device is up to date")

I tried uninstalling the Intel(R) Dual Band Wireless-AC 3160 and reinstalling, but still no luck

My computer doesn't want to upgrade to windows 10, I suspect likely because this update interrupts the installation processs
