Windows 10: What could cause fps drops in game?

I have a Ryzen 9 7900x rtx 4070 with 32 Gb of 6400 speed ram. All drivers are up to date, no overheating experiencing fps drops and low GPU utilization at 1440p. What could cause this?

is there any proof that corrupted registry cause fps drops in games ?

I heard someone from it say, even one freeze can corrupt registry, which even DISM mustn't repair. And it cause fps drops in game. After freeze i had, some time fps drops, but after running dism, it got fixed. I didn't find anything about topic. What in registry, which gets corrupted can cause fps drops in game ? It can be a lot of things for sure, briefl explanation is enough for me.

Who knows. The effect is likely to much more catastrophic than fps drops in a game. More along the lines of system not booting or BSOD.
