Windows 10: Wallpaper flickering when switching windows

I'm getting a screen flicker in the bottom half of my display when I change windows, even if I have only 1 window and I use the touchpad gesture, I get a flicker. Interestingly enough it doesn't happen when I use the keyboard shortcut. And even more interesting is that it only happens when I have a wallpaper image, it doesn't happen with solid color wallpapers.Other things I have noticed that may be related to this problem include:-Disabling backgrounds through the Ease of Access Center doesn't always remove the background, I can also still see the background when switching windows or when I o

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
