Windows 10: upgrade to Windows 10 1903 or 1909 failed

I've tried upgrade from Windows 10 version 1803 to 1903 or 1909 using different methods automatic update or "using Windows 10 update assistant" or using your "Media Creation Tool". They all seem to fail with

"Error 0x80070714".

I have tried pretty everything said here : https://www.howtoedge.com/fix-update-error-0x80070714-on-windows-10/ and they are the same.


So, in the above example, C:\WINDOWS\SoftwareDistribution has been deleted and everything was redownloaded. My network is slow but the download was completed in a couple hours. But it seems that the failure has been consistent according to the SetupDiag.exe that

with

Windows 10 1903 1909 repeated failure to update

Well would't you know it. I did everything, every step, all the suggestions, months of failed downloads and was going to wipe everything tomorrow and start again, but remembered I hadn't tried your suggestion of updating to 1809 before 1903/09, and blow
me down, but it's updated to 1809 with ease!

I have yet to dare to try and get it to update to 1909 but it's the 1st progress in months, so thanks.

Windows 10 updates 1903 and 1909 fail every time I try to update my computer. I keep getting the 0x8007000d code. I have tried to update 1903 for months and 1909 for over a week. This is very frustrating! I have gone through trouble shooting but it doesn't
help.

After I installed the Windows 10 Feature Update from 1903 to 1909 my Windows Update History shows

Feature Update to Windows 10, version 1909 (2)

Feature Update to Windows 10, version 1903

Looking in the About page it lists Version 1909 OS Build 18363.720

In the past when I've installed a Feature Update it only shows the new update. In other words in this case it would only show 1909. Since it shows 1903 also is my computer really upgraded to 1909? Also the (2) after the 1909 is something I don't understand.

I would appreciate any help on this.
