Unknown USB Device (Link In Compliance Mode)

I'm getting a UBS port error, over and over again, the sound of which drives me crazy. Device manager says "Unknown USB Device (Link In Compliance Mode)". There is nothing plugged into the USB port. Uninstall/reinstall doesn't work, deactivating it doesn't
work, restarting doesn't work. Any ideas?

I read through several other Q&A about this on the forums did not contain the solution.

  4. Unknown USB Device Link in Compliance Mode

Device is Unknown (Link in Compliance Mode)

I have a Garmin device with Garmin Express installed. Four USB 3.0 ports have been tried, but none recognize this device. It never shows on the USB list (Safely remove and eject media). This time I looked in Devices and Printers and saw this (last device
in Unspecified). What is Link in Compliance Mode? The troubleshooter only states unknown problem (LiCM). What can I do besides use another PC?
