Windows 10: Unable to start Windows Subsystem for Android even though virtualization is enabled

I'm trying to use WSA but windows won't let me. My computer is a HP 17 Laptop PC 17-c2000 4V792AV

intel virtualization technology is on in asus bios

virtual machine platform and windows hypervisor platform is on in windows features

task manager says virtualization is on





but im unable to start subsystem for android
