Windows 10: Unable to download security update for KB2538243- please help!

I am getting the error message 0x80070643 see below when I try to download the security update for Visual C++ 2008 Redistributable Package KB2538243, I have tried multiple suggested fixes including the troubleshooter, restarting BITS, hiding the update and reloading, etc. and nothing works! When I go to the View Update history the link for KB2538243, directs to a page from 2011 with links that are no longer active.... can anyone help? Method 1: Run the Windows Update troubleshooter


Press Windows + I key to open Settings, and then select
Update & Security > Troubleshoot, and then from the list select Windows Update > Run the troubleshooter.



Method 2: Reset Windows Update Components

Method 3: Microsoft Update Catalog

Install the KB2538243
update manually by downloading it on the PC from
Microsoft Update Catalog website.

Method 4: Run DISM & SFC scan

I ran belarc testing on my computer stating that I am missing Microsoft security update KB2538243 and I can't figured out how to upate it.
