Windows 10: Unable to download basic typing/pinyin keyboard

Good evening,I am unable to download the Chinese pinyin keyboard on my Microsoft 11 since I purchased the laptop in November 2023. I already added in Chinese Simplified China and attempted to download the basic typing for many days but it just will not load. Only text-to-speech and speech recognition can be downloaded. In addition to Basic Typing, the other components under Chinese Simplified China that cannot be downloaded is Handwriting.I would really appreciate help on this as I need the Chinese keyboard for my work. I tried removing and reinstalling the Chinese Simplified China mult

Pinyin Tones keyboard

I want to be able to type Pinyin with the tones (*not* Pinyin to find Chinese characters). There is supposedly a Pinyin Tones keyboard, that, oddly enough, you can access through the Japanese keyboard. You are supposed to click on "add a keyboard", and
the Pinyin Tones keyboard is supposed to be an option, but that option does not exist. Does anyone know how to access a keyboard that types Pinyin with tones?

 

Unable to download the MIcrosoft Simplified Chinese Pinyin keyboard

I could not use the pinyin keyboard.

When I changed to the Simplified Chinese (China) keyboard, a small window of 'Simplified Chinese IME dictionaries are not ready yet' popped out.

When I tried to download the basic typing, handwriting, and speech recognition software, the error code 0x80070005 was shown.

I tried to remove the language pack and download it again, and even tried to download the Simplified Chinese (Singapore) language pack, but they were unsuccessful.
I have also turned on the compatibility for older versions of the keyboard.
I have been struggling with this for two weeks, and I desperately need help.
