Windows 10: This operation has been canceled due to restrictions... contact system administrator

I have a new problem - recently within 14-30 days I have noticed that I can no longer execute a web link embedded within an MS Word; Excel, or Adobe file probably more, but, these I have checked. I get the error "This operation has been canceled due to restrictions... contact system administrator". Weblinks work properly in various browsers. The desktop is personal, stand-alone... not in a workgroup. Only 1 account me with Admin privileges. I have Windows 10 Home with build 19045.5247. I have tried several attempts to resolve including deleting the Explorer folder in HKEY_CURRENT_U

In Windows 10, i am unable to open settings and nothing happens when i click it. When i click battery settings from the tray, it displays

the data on windows 10?

If I tried clicking on
my disk, there is always an error
