Windows 10: "This Computer Has Been Blocked" Pop-up

I did something really stupid last week. I am nearly 70 yrs. old so, I hope I can remember enough to get this resolved. I innocently clicked on a video on Facebook and immediately got this pop-up warning saying "your computer has been blocked for security reasons" with an 800 number to call. That number was 888 502-3962 I don't remember at this point if there was an automated message or an immediate disconnect but, at that point, someone with a foreign accent I have no clue where from but, he spoke broken English. That number came up on my phone as 1 209 753-4903. During this conversation,

If you’re using Microsoft EDGE then, I suggest you to follow the steps below and check if it helps.

To turn on pop-up blocker follow the steps below

• 
  Open Microsoft Edge browser. Click on "More actions" link (...) at right side on address bar
  
• 
  In "More actions" menu, Click on "Settings" to open Settings screen.
  
• 
  In "Settings" screen, click "View advanced settings" button below "Advanced settings"
  
• 
  In "Advanced settings" screen, turn ON toggle button below the "Block pop-ups" to block the pop-ups. Turn OFF toggle button to unblock the pop-ups

Pop up blocked message in Microsoft Edge

• Does it happens with any specific website?

To enable and disable the popup blocker, follow these steps:

• Click the "..." button in the upper right-hand corner to access the Microsoft Edge menu.
• Select Settings.
• Click on View Advanced settings.
• Block up Pop ups. From here you can turn off or on the pop up blocker.
