Windows 10: Stuck on blue screen at 0%, cannot force shut down

My Dell XPS 13 is stuck on the blue screen at 0% progress. “Your device ran into a problem and needs to restart.We're just collecting some error info, and then we'll restart for you.0% complete”I have tried to shut down using ctrl-alt-delete and nothing has worked. There is not a manual power off button on my laptop so I am not sure how to force a shut down since it is stuck on this screen.

Startup Blue Screen

I have tried all of the options there, Which is why i included in my post the lists of things that i performed to isolate the cause of bsod. Thanks
