Windows 10: stuck in recovery mode boot loop after broken update failure, options?

Stuck in a loop of recovery mode without any real options, I need a way to keep my files, and especially applications with active logins. I can access the CMD from the recovery menu and all attempts to restore from a restoration point or roll back updates is showing hard fails. I have a Windows 10 iso on bootable USB, a local sysadmin account and use both legacy and UEFI boot options The hardware is perfectly fine when otherwise tested via Linux and was working perfectly until a power failure during an unscheduled windows update.

Stuck in a loop with keyboard selection and failure to boot.

Hi Colin,

One of the possible reasons why your PC fails to boot into normal mode are broken components on the boot configuration data of your system. To isolate your concern, we suggest that you perform the following steps to trigger
safe mode through the
Windows Recovery Environment (WinRE) option. To do this, follow the steps below:

• Improper shutdown process
  • Turn on your computer. When the Windows logo is visible, unplug the power source of your computer. Perform this step three times.
  • On the fourth time that you turn on your computer, just simply wait for the
    Windows Recovery Environment (WinRE) window to appear.
• On the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings and click
  Restart.
• Once your computer restarts, you will see a list of options. Press the
  F4 key to start your computer in safe mode.

We also recommend that you perform a system restore after booting in
safe mode. This option takes your PC back to an earlier point in time. Restoring won’t affect your personal files, but it will remove apps, drivers, and updates installed after the restore point was made. To do
this, follow the steps below:

• In the Search box, type Control
  Panel and press Enter.
• On the upper-right window, under View
  by, click Category and select
  Large icons.
• Search Control Panel for Recovery.
• Select Recovery > Open System Restore > Next.
• Choose the restore point related to the problematic app, driver, or update, and then select Next > Finish.

Boot loop

• On the fourth instance, turn on your device without unplugging it. The Windows Recovery Environment window will appear.
  
• On the Choose an option screen, click Troubleshoot.
• Click Advance options.
• Click Startup Settings.
• Click Restart.
• Once your computer restarts, you will see a list of options. Press the F4 key to start your computer in
  safe mode.
  

Once done, we suggest that you perform a system restore after booting in safe mode. System Restore will be able to revert your PC or laptop to their previous state, which can be used to repair and recover system malfunctions or issues. Restoring won’t affect
your personal files, but it will remove apps, drivers, and updates installed after the restore point was made. To do this, follow the steps below:

1. Right-click the Start button, and then select
Control Panel.

2. Search Control Panel for
Recovery.

3. Select Recovery > Open
System Restore > Next.

4. Choose the restore point related to the problematic
app, driver, or update, and then select
Next > Finish.

Unable to boot the PC, stuck in recovery mode screen​

I understand that you are unable to boot the PC normally as it is stuck in recovery mode.

1. Were there any recent updates installed on the PC?
   
2. What is the exact make and model of the PC?
   

I would suggest you to follow the steps mentioned below and check if that helps.



Method 1:



Boot the PC into safe mode with networking and check if you are able to login. Refer the article to

Start your PC in safe mode in Windows 10, refer the section
From a black or blank screen.



Method 2:



Perform a system restore to revert the PC back to the state when everything was working fine. Refer the article

Recovery options in Windows 10, refer the section
Use installation media to restore or reset your PC.



Note:
Do not reset the PC; resetting the PC will remove all the data and installed programs from the PC.
