Windows 10: Strange IP address connected to my PC

I checked netstat and there was a weird IP from Texas that was connected to my pc. Ive been told that that is a hacker's IP thats connected to my pc but im not sure, any answers?

• Select the Start button , start typing View network connections, and then select it in the list.
• Select an active network connection, and then, in the toolbar, select

  Value column, next to IPv4 Address).

IP Address.

Hello,

I can not find my IP Address.

Also,I can not find the Ethernet Connection on my Taskbar.

I have found my Internet Access icon on my Taskbar.

Please list the steps needed to find my IP Address.

I found "Network & Internet",in "Setting",

I then found a link,"Finding my IP Address,(Under "Have a Question?")

But,this link did not help me find my IP Address.
