Windows 10: Stop One Drive from syncing files

Please help me. I want to stop all sorts of automatic backing up my files to One Drive. But if I stop backing up or unlink the pc, my "Desktop" , "Documents" , & "Pictures" folder also goes away from my file explorer and only stays in the in the C:\Users\$USERNAME\One Drive folder. I don't want any files to be synced to One Drive from my pc automatically because I only use the Web version of One Drive if I need. But I also want to keep my folders as it is in File Explorer, not in any separate One Drive folder.

How to stop File History on the old drive and start File History on a new drive?

I use the external drive
for File History and have a lot of information there. I want to restart the File History process on a new drive and place the previous File History drive off-site.

Please suggest the steps to stop File History on the old drive and start File History on a new drive.

No One Drive sync

Equipment:

1. Microsoft 950 Windows Phone.
   
2. Microsoft Surface Pro 8 running Windows 11 Professional.
   
3. HP All-in-one Desktop running Windows 11 Professional.
   

Background:

I used One Drive to sync files between the Microsoft phone and the HP computer. I didn’t realize the Surface Pro was syncing to One Note until I transferred a folder (using a USB drive) to the Surface Pro and received a notice that that my One Drive was full. I deleted some files from both of my computers and One drive. The hurricane brought my work to an end and I don’t know what I did (step-by-step) prior to the shutdown.

Now:

Now I have no One Drive connection between the 3 Equipment items. How do I get back?
