Windows 10: Startup programs opening then closing immediately

When I start Windows 10, a bunch of programs are supposed to start with it, but none do. A bunch of them go to the system tray they're supposed to, and when I open the system tray, I see all their icons. However, when I hover over each icon, they disappear. In Task Manager -> Startup, it says Enabled next to each of the programs that I want to run on startup, so I'm not exactly sure what's happening. And if I open the startup folder Win + R, shell:startup, I see the shortcuts to some of the programs other programs have a setting in them to run on start-up so it's not necessary to put t

Get a Program to load immediately on Startup, + get it to auto-open

When I start up the computer, various programs load ready to be opened. (These are listed in the startup folder). Always I want to look first at any new emails. I would like my mail program (Mail) to load as fast as possible and before others are loaded so that I can immediately open it while other programs are being loaded. I would also like to get Mail to open automatically ready to use.

How can I get Mail to load quickly? and

How can I get it to open automatically and immediately?

Programs I open immediately close

I have Windows 10. It was fine but then a few months ago my mouse started acting weird and now whenever I open a program, if it opens that is, most of them immediately close. Or they don't close but reset.

Examples:

In browser, I search for something and go to look at an answer, immediately the tab refreshes to the Google Search homepage.

When I open Documents, I click through 1 or options and back to the Documents homepage.

I've ran virus checks, and when those don't close out, it says everything is fine and up to date.

Then there's the mouse, when that started glitching on me, it kept having me have to double click stuff. Highlighting doesn't always work, and sometimes if I'm in a documents, when I'm trying to highlight something, it ends up moving what the text out of
order.

Any suggestions?

 

Startup programs not launching on startup

Replying to Brink none of that works here is why-
Step 1- No items listed in startup on task manager as stated.
Step 2- I dont have shell:Startup on the pc as it cannot be located
Step 3- I dont understand that option also the startup folder cannot be found
Step 4- No apps showing under startup on settings
Step 5- Dont have access to advanced options at all for any apps
Step 6- Doesn't work.

@dalchina, Will try the program now and no I have no suitable restore points and also nothing that I am aware of has been updated besides for Windows Updates but nothing major. WIll respond once I try the program.
