Windows 10: Spinning circle cursor only on left upper side

Hello everyoneFew days back I am facing some issues with my windows 10 laptop. It shows a strange problem. After turning on laptop or restarting the laptop there is an area on desktop or any program where mouse pointer turns into bule spinning circle. For this reason I can't use that area on any program. It is very annoying problem. Please help me out.P S. I have already reinstall windows. It is a clean installation on a new SSD drive

I have a surface pro 7, and at random times the curser will spin in a circle ONLY on the upper left side of the computer…and I can’t click anything because of that. I have to restart my computer every time for it to be back to normal…it’s so inconvenient

Windows 10 Black Spinning Circle with Cursor Pointer Before Login screen

I am in Windows 10 14393.2046 Build and during Boot I am Experiencing Black screen with a cursor and spinning circle ,having updated my Graphics Card Drivers Up to Date and Windows 10 1607 Cumulative Updates too.Since i didnt have any startup issues in
Windows 8.1 ,10240 as well as 10586 builds and i performed all troubleshooting steps and annoyed me.I can say that it is a windows issue and you have to sort it out ,only problem is

• Windows Logo Spinning Circle
• Black Screen spinning Circle
• Login

A spinning cursor in Windows is frequently caused by background programs or by third-party software that is incompatible, a corrupted file system, or incorrect mouse pointer settings. Let me ask some questions.

• When did the issue starts?
  
• Would you mind sending a screenshot of the issue?
  
• What version of Windows are you on?
  
• Any third-party anti-virus software installed?
  
• Did this happen while the device is plugged in or on battery?
  

For the meantime, kindly try the following steps below to troubleshoot your device.

Go to Control Panel > Mouse > Pointers and set a different cursor there or click set back to default.

Force the device to shut down and restart.

Press and hold down the power button until your Surface shuts down and restart and you see the Windows logo screen (about 20 seconds), then release the power button.

Run Surface Diagnostic Toolkit and check Windows updates including optional updates available.

To check for updates: Go to Settings >> Update and Security >> Windows updates >> Check for updates. To view optional updates available, click advance options and select optional updates.
