Windows 10: Something happened and your pin isn't available, and my administrator password forgotten

I have two laptops I use Microsoft password to log in both and recently changed my Microsoft password, but the new password works on the first laptop but doesn't work on the other laptop, instead it says "something happened, and the PIN isn't available. Click to set up your PIN again." but the "Set up my PIN" is disabled and "sign in with password" option couldn't accept my correct Microsoft password which works on the other PC. How can I open administrator account if PIN reset option is disabled, and password is forgotten?

I have a Microsoft account and can sign into that ok but I have forgotten my computers administrator password and pin. How can I reset these?

My mother has forgotten her Administrator password and her Microsoft account password. She can only use a user account, which means she can"t make any changes. She upgraded from Windows 8.
