    I'm here to help you.

    To use the snipping tool you must,

    Select the Start button, then in the search box on the taskbar, type snippets and select Snipping Tool from the list of results.

    Swipe in from the right edge of the screen, tap Search (or if you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, and then select Search), type snipping tool in the box. Search and select Snipping Tool from the list
    of results.

    After capturing a snip, select the Save Snip button.

    In the Save As dialog box, enter a file name, location, and file type, and then select Save.

    The Snipping tool is still in there.

    Open Start

    Scroll down to 'W', expand Windows Accessories

    Click Snipping Tool

    Recent versions of Windows 10 also include a new way to capture screenshots.

    Press Windows key + Shift + S

    Use the mouse pointer to make a selection.

    Open Paint, then click Paste.

    Save your screenshot.

    This is a design limitation of the snipping tool



    I have gone through your post and I have checked this for you. As of now, the snipping tool can be used to capture the information that is available only in the given window. It not applicable to capture the entire article/memo,
    if the information you are trying to capture, exceeds the window's border, hence requiring you to scroll down to view the information.



    Suggest you to refer the article Use
    Snipping Tool to capture screenshots
    for the snip options that are currently available.



    However, this is a valuable suggestion, as there may be other users with the similar requirement as yourself. Hence, I would suggest you to post your suggestion with respect to your query in the
    Feedback Hub,
    so that our developers can look into this for you, in order to check if it can be included in the upcoming Updates
