Laggy Scroling Problem

Sorry for missing some spots. I've just tried a different mouse. The problem persists. I've watched my task manager as I did scrolling. I saw no spikes in any of the source usage. This screenshot is from normal mode

This is from safe mode, (it successfully booted into safe mode):

This is from 3 minutes after botting in normal mode. I opened no programs, just the auto started ones like onedrive and creative cloud etc.

My WEI score was 9.2

So I've tried the Windows Photos app, I did get laggy scrolls. Interestingly, I've tried scrolling on the default Windows Mail app and did not get laggy scrolls. I can't really explain why I wait for 10 seconds. It's just the first scroll is laggy and the latter scrolls are smooth. But if I wait for like 5 seconds and do a scroll, it's laggy again. I can try uploading a video

 

Why when i open my Photos allwas like scroling to up n the store too

why when i open my Photo files w Photos apps allwas like scroling up n normal n scroling up again , i try to update my Photos apps n i try scroling at Photos apps it scrolling up when i go scrolling down how to fix it

 

windows 10 build 10249 goes black after 2 gears scroles....

yes...when i charge it..it shows nokia..then the 2 gear scroles and after some tome black face appear.....it happen every time i charge it
