Windows 10: Show accent color on title bars and windows borders is not working

I am using Windows 11. I'd like my title bars to not be gray so I can more easily see them. It would make it much easier for me to see the windows to click and move them if they were a color. I followed the instructions on the Microsoft help page Change colors in Windows - Microsoft Support. My mode is Custom, default Windows mode is Dark, default app mode is Light. Transparency effects if Off. Accent color is Manual. Both Show accent color on Start and taskbar and Show accent color on title bars and windows borders are on. When I change the accent color, it shows on the Start and taskbar but

When I change the accent color, it shows on the Start and taskbar but the title bar and windows borders do not change. I've tried blue, purple, and green to be sure. I've rebooted in between color changes. Is there something else I need to do to get the windows title bars to change color?

Change the color of windows active title bar withOUT border color

Hello,

When you right click on desktop and go to Personalize --> Color --> scroll to the bottom where it says "Show accent color on the following surfaces" --> There are 2 options to check to add your color 1.) Start, taskbar, and action center 2.) Title bars and windows border and that is it. I want to change the color of the title bars but I do NOT want to add or change the windows borders color. So is there a way to to only change the color of the title bar and not the borders?

Please give me good news and tell me this can be done. Thanks in advanced. I appreciate your help.

Windows 10 refuses to apply Accent Color to Active Window Title Bar

In the early days of Windows 10, Accent Color was applied to a 1-pixel border around the Active Window. This was subtle to the point of uselessness. Thankfully, this has changed in newer builds of Windows 10. Now, all up-to-date Windows 10 machines show
a fully-colored Title Bar on the Active Window. There is at least one exception, however: No matter what I do, I have one Windows machine that insists on maintaining the useless subtlety of the old 1-pixel border. Regardless of the Active Window, all of
my title bars are always pure white.

My accent color is set.

"Show color on Start, taskbar, and action center" is enabled.

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Themes\Personalize\ColorPrevalence is set to 1.

How can I force Windows 10 to behave normally, so I can know my Active Window with an effortless glance?
