Windows 10: ShellExperienceHost.exe keeps suspended

I have done a clean boot, have no viruses, windows defender is my virus program, ran ckdsk-sfc-& all the "fixes" you guys have told me. YET MY COMPUTER IS STILL FREEZING UP! Icon photos disappear, search stops, and "system stops responding". I did the clean boot to "supposedly" fix this issue. Also after the "clean boot" none of the apps loaded. I can't open the microsoft store and when I access the store from the internet it will not install ANYTHING! I am confused and am at a loss as to why nobody can help me.

You know this program shellexperiencehost.exe basically runs all the taskbar, including start where you can open it up, search, and the notification center. When it is suspended or stops completely. You can't open any programs that are UWP apps (desktop
programs still open but edge and other windows 10 apps don't open including settings app) you can't check the wifi, battery, and or volume. And the notifications never open when this one .exe is not responding or stops and kills it's self.

I have had this happen so many times and there is no restart option like on explorer.exe

Micr needs to fix this. Infact it is happening right now.

any error messages when you tried opening/using Cortana? What troubleshooting steps you've done so far?
