Windows 10: Settings app keeps crashing/unable to open

After i reset my PC, I was unable to open my settings app. Ive tried the following:1. Restarting my PC2. Restarting Windows Explorer3. Running sfc /scannow , there were no errors found4. DISM /Online /Cleanup-Image /RestoreHealth5. Starting up in safe mode, settings still unable to open6. Running Microsoft Store App Troubleshooter. The troubleshooter identified hanging or crashing apps.7. Creating a new profile, still unable to open even in new profile8. Resetting PC again.Everything else works fine. I am not allowed to connect this PC to the internet and hence i will not be able to update Win

Unable to open settings app to view settings as it crashes

I am unable to open the settings app to view it and access it. It immediately crashes. This started only recently.

 

Settings App keeps crashing

I completed these steps. This message came up at the end: Windows Resource Protection did not find any integrity violations.

Windows 10 Settings App Won't Open

None of these steps work. Without the settings app, creating a new profile is impossible. Also, the steps say to open the store, that app is also unavailable. I am unable to open settings, the store, and also unable to install updates. My computer
constantly tells me that updates are required but the app crashes each and every time.
