    I have Windows 10 version 1909. From even before MS tech centre in India updated the version to 1909, I have had a runaway cursor problem, for one year. Tackled by HP's higher level tech support and then by the higher level, L-2, of the MS tech centre in
    India. Operating systems reloaded but problem persisted. Problem occurs either on start up or on long idle. I can stop the cursor running away by gently pressing the power button til the scree goes blank and then again gently pressing the power button plus
    dabbing on the Enter key to revive the screen. Generally, the problem ceases. If not, I redo the process till it ceases. What could be the reason and what is the solution? When I kept telling the MS tech support person of how I temporarily resolve the problem
    myself, he seemed to ignore my observations even after discussing it with his supervisor and continued to insist on reloading the operating systems. Which didn't solve my problem. I asked him to give up. This was eventually in August 2019.

    Thank you, Greg. While I shall try the advice given in the two web links you have sent me, my basic observation and my own way of getting rid of the runaway cursor problem, though only temporarily, has perhaps not been noticed by you. The same thing happened
    with the MS technical support centre in India. You need to listen to what I have reported. How is it that I am able to resolves the problem even if temporarily by the way I do it? THAT is where the real answer lies and, perhaps, not in the articles sent to
    me or in what you have mentioned. Anyway, to brief you further on the points raised by you, first, I DON'T use the touchpad on the laptop [which in any case does not have a touch screen]. I use an external [large] monitor, I have two mouse that are linked
    to the laptop. A wired USB mouse and a wireless mouse. I have tried many a mouse to check on this problem. Changed batteries. Taken out all that was attached to the laptop including the wireless hub and used the laptop touchpad with absolutely nothing connected
    to the laptop. All these experiments, all obvious experiments, I did many months ago. None of all these worked. Have just today AGAIN checked if the drivers on both mouse needed updates. No updates were needed said the results. Just tell me specifically why
    does my way of temporarily getting the cursor to be steady work. What was in that magic? Nix all the other seeming bumf about my doing this or that. So far, neither HP nor MS has been able to answer THAT question. And that was at the L-2 level of both company

    I will give you everything that works to troubleshoot a mouse. Even if you have tried a step please do it over in sequence. I will be standing by to help as needed.

    Try all other ports on the PC, often the front and back will have different USB controllers

    When did it last work correctly? What has changed since then? Is there a System Restore point to roll back to before then?

    Change the batteries if wireless, try another USB port, reset mouse from button on bottom if available.

    Try the mouse in another PC to isolate if it's the mouse or Windows causing this.

    Try another mouse in this PC to confirm if Windows is the problem.

    Access the Device Manager reached by right clicking the Start button, choose the Mouse, then Driver tab. First try Update this Driver > Automatically, then Roll Back if available. If not choose Uninstall button, restart PC using keyboard to Ctrl Alt Del, on
    blue screen tab to Power Icon in bottom right, press Enter, arrow down to Restart, press Enter to restart to reinstall the driver.

    If this fails then from Device manager try uninstalling the USB controllers, restart PC to reinstall. First program the power button to Shut down the PC at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power button does so you
    can do the restart from it.

    Is there mouse software installed in Settings > Apps > Apps & Features? Uninstall it to see if the problem stops. This is unneeded bloatware.

    Adjust the mouse settings in Settings > Devices > Mouse, checking all settings including the Additonal Mouse Options box - check Settings on all tabs.

    Report back all results for possible other things to try.

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most
    thoroughly.

    Update your drivers from the PC maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right
    clicking the Start Menu. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

    If nothing else helps you can run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps and most settings, solves many problems while also bringing
    it up to the latest version which you need anyway and by the most stable method.
