Windows 10: Restricting CD and External Drive access via local policy on standalone Windows 10 machine

Looking for an idea or some help. I have a computer that is a standalone Windows 10 machine that multiple users use but I would like to only allow a select group of users admins have access to the CD drive and external devices preventing people from adding programs or extracting data . For the life of me, I have looked around and it appears that in order to gain this level of granularity, I need Windows Server to enforce this kind of group policy, but as I stated before it's a standalone system. Any ideas or help would be great! TIA!

What if the external removeable drive is not protected by BitLocker? In this situation is it possible to restrict access from other accounts on the same computer? The external drive is visible and accessible on their File Explorer. The drive is not shared with them.

If I, as administrative account holder, access an external drive by using the BitLocker code, will another user of the PC, with a standard local account, also be able to access the contents of this external drive? Or will this other user also need to enter the Bitlocker code from their account in order to access the drive?

My intention is to prevent other non-administrative users from accessing the external drive file contents.

  How did you noticed that user is still able to access the drive?

  Did you log into the local user account and check the permission?
  

I suggest you to follow the steps below to restrict the user.

• In File Explorer, right click on the drive which you want to restrict.
• Click Properties.
• Click the Security tab.
• Click on Edit to change the permissions.
• Uncheck all the permission for system.
• Click OK and make sure the change is applied to all subfolders and files.
