Windows 10: Relocated PC can't connect to internet

My family has recently moved my brother into an assisted care facility. Upon setting up his Windows 10 PC, he admitted that he had forgot his password/pin ID. We clicked on manage login, hoping to be presented with screen for changing his password. Instead, a message appeared indicating that he was not connected to the internet. So now we're caught in a vicious circle: He needs to be logged in to connect to the internet, but there's no way to log in because he's forgot his password. Any suggestions?

PS - The facility does provide WIFI.

You don't need to sign in to connect to the WiFi at the new location. There is a network icon at the lower right on the sign in screen. Click on it and you get the same list of available WiFi as you see if you click the network icon on the task bar. You will be able to connect to the facility's WiFi without signing in. You just need to ask their technical people for the WiFi password so you can enter it when you try to connect.





Clicking on the network icon on the sign in screen gets you the same screen as shown in Option Four in this tutorial. You will then be able to follow the rest of the steps in Option Four to connect.

When you talk to the tech people at the facility, mention what Bree shows in the pic above.... how to get the WiFi connected prior to any logon attempt. It may help. Then proceed with the steps already posted to manage your account. Once you get connected, you should be ok.
