Windows 10: Recover files after resetting

So since I had multiple userss in my system, I put the extra security method through which only I can access my folder when my user account is running, I had this setting on a long time ago and forgot about it and recently reset the pc fully, now since my account is gone I can't view anything in the files even though I tried changing the permission and users pls help

Recover files from Flash drive

Does not work on a windows pc which is what the OP probably intended

windows by default does not have HFS and HFS+ based hard drives.
Able to perform retrieval on both HFS and HFS+ based hard drives. and so will not work with windows
