Windows 10: Random pop-up that opens and closes in a split second

For the past week or so I keep getting this random application that opens and closes in a split second every 15 minutes or so, and I was able to find the .exe that it was called, which was Licensing Validator Updater/SecurityHealthService.exe. I'm not sure if this is some sort of malware but I have no idea how to stop this from happening because it gets pretty annoying

Random Command Prompt window opens for a split second then closes.

So for the past few days now, I'd be playing a game, browsing the web, or editing videos and this weird command prompt window opens up for a split second and then closes immediately, it interrupts my gameplay and is highly distracting. Is it a virus? I recorded
it happening and then took a snip of it as it was closing.

Hi all,

After an attack of intrusive software which I have now resolved I keep getting command prompt popping up for a split second. I managed to capture the command with a screen recorder and slow motion play back..

After reading a thread from 2014 on here I followed the advice given and tried to list the jobs but it reads listed jobs 0.

Any advice. this pop up is driving me crazy!
